Main purpose of job:

To provide political analysis and understanding on the India-Pakistan relationship and wider regional stability, and help strengthen the BHC contact network to support UK policy work.

Other tasks include;

Þ      Increase depth and breadth of understanding of the India-Pakistan relationship through effective analysis and reporting on developments. Help the Political team provide informed, strategically-aware advice to UK policy-makers on all aspects of the relationship and assist the Projects Team in implementing the Indo-Pak Conflict Strand.
Þ      Inform effective BHC engagement on Indo-Pak, and wider regional issues, through advice on relationships and key influencers within and outside of the Pakistani establishment.
Þ      Strengthen existing network of BHC contacts in Pakistan Government, Civil Society and Media constituencies.
Þ      Join regular BHC visits to Pakistan-administered Kashmir to meet politicians and other stakeholders, and provide timely and strategically-aware reporting on Kashmir, as a political entity, and as key to relations between India and Pakistan.
Þ      Help the political support officer to monitor regional security issues and produce timely reporting and analysis on key developments.
Þ      Manage one political support officer: delegating work effectively; providing timely and constructive feedback; and helping this officer to develop.

Management and day-to-day implementation of strategic communications campaign to improve perceptions of the UK in Pakistan, focussing on existing strong UK-Pakistan links as well as increasing awareness of the work being delivered by the UK government in Pakistan (Celebrating Connections); monitoring and reporting of progress against objectives, timelines, and budget. To proactively develop and source content for the Celebrating Connections campaign by working closely with external partners, press and digital teams, and colleagues from the British Council, UK Trade and Investment and UK aid; with oversight and support from the Strategic and Digital Communications Manager.
Other tasks include;

Þ   Owner of the campaign action plan – ensuring that timelines on agreed actions are being met by both external and internal partners. Regular contact and meetings with partners to manage delays or problems in delivering outputs. Reporting delays, risks, and problems in real time to the Strategic and Digital Communications Manager (line manager).
Þ   Lead on managing outreach activities and events for the campaign with support from Strategic and Digital Communications Manager and other team members.
Þ   Monthly reporting and monitoring of activities and impact of the project, using information provided by press and digital teams on coverage and engagement. Reporting back to the Bilateral Programme Team at the end of project.
Þ   Proactively working with the press and digital teams to spot opportunities and procure content from various departments across the mission.
Þ   Managing the budget of the campaign effectively and reporting potential under/overspend to the line manager and the Bilateral Programme Team in time. Ensuring budget sheet is up to date and spending and procurement is managed according to the High Commission’s procurement guidance, with support from LE-3 and LE-4 staff members managing the team budget.

Desired Skills & Experience

  • An advanced degree in demography, epidemiology, statistics, social sciences or related field.
  • At least seven years of progressively responsible experience in monitoring and evaluating health and development projects.
  • Experience monitoring, evaluating, and reporting on USAID-funded projects and a comprehensive knowledge and understanding of USAID reporting requirements.
  • Experience leading a project team in M&E activity design and implementation and collaborating with technical and financial staff to build capacity and share information with an impetus of supporting decision-making.
  • Knowledge of special challenges in developing world in the areas of population, health, and nutrition.
  • Demonstrated ability to work effectively with various constituencies including headquarters, donor agencies, international and local partners, host country government agencies, and other stakeholders.
  • Strong problem-solving skills, capacity to analyze information and recommend necessary recourse for maximizing program progress and impact, and  ability to work independently with great attention to detail.
  • Experienced user of software packages, including ACCESS, Word, Excel, PowerPoint, and at least one statistical software package (SPSS, STATA, SAS or similar).
  • Strong presentation skills including the ability to present to donors and other key stakeholders.
  • Direct senior staff supervision experience required, including proven ability to manage, motivate, and mentor staff at all levels and create a positive team environment.
  • Excellent diplomatic, interpersonal and communication skills.
  • Fluency in English; additional proficiency in Urdu required.
  • Willingness and ability to travel to in-country field operations required.
  • Familiarity with the political, social, economic and cultural context of working in Pakistan.
Preferred Qualifications
  • Experience monitoring and evaluating health systems strengthening project outcomes strongly preferred. 
  • Broad understanding of the comprehensive health and family planning situation in Pakistan.

Senior Capacity Building Advisor

Job Description

Pathfinder is seeking a Senior Capacity Building Advisor to provide technical leadership for all capacity building activities of a Health Systems (HSS) Project in Pakistan. This anticipated five-year USAID-funded project will focus on developing and supporting innovative, cost-effective, integrated, and quality programs and services to strengthen systems around reproductive, maternal, and child health services for improved outcomes.
The Senior Capacity Building Advisor provides strategic direction and overall technical leadership for all capacity building activities.  S/he works closely with technical staff on the conceptualization, development, implementation, and evaluation of coaching, mentoring, and training programs and activities (e.g. training-of-trainer programs, pre-service and in-service curriculum development, capacity building strategy, etc.) in line with the overall health systems strengthening strategy.  S/he will ensure that aid effectiveness is maximized and sustainable after program activities have ended. 

Desired Skills & Experience

  • A minimum of Masters-level degree in organizational development, international development, business administration or a related field; preferably focused on capacity building.
  • A minimum of 7 years direct work experience in developing countries as a senior expert in training and capacity building, preferably focused on health systems.
  • Proven experience in adult performance improvement program design and delivery, including training of trainers, curriculum development and implementation to improve the functional capacity of organizations to improve sustainability.
  • Advanced understanding of a wide range of capacity building approaches, best practices and lessons learned.
  • Track record in designing and implementing strategy and processes for effective change management.
  • Must have relevant experience, skills, and knowledge working in Community and Health Systems Strengthening areas such as empowerment and self-reliance, organizational strengthening, governance and leadership, community networking and advocacy, service delivery, evidence-based information and resources for health.
  • Prior experience and success managing and evaluating capacity building efforts on international donor-funded projects.
  • Demonstrated management, coordination, teamwork, and planning skills, with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors.
  • Proven ability to create and maintain effective working relationships with host country governments, including senior stakeholders, international organizations, NGO partners, and US government agencies.
  • Familiarity with US Government regulations, procedures and reporting requirements.
  • Strong verbal and written English communication and presentation skills; additional proficiency in Urdu required.
